Experience 

Michael Martin has a well-rounded background in lake and watershed management. He began his career as an Environmental Biologist for the State of New Hampshire's Department of Environmental Services, served as Manager of the Water Quality Group for F. X. Browne, Inc., and was the founding Executive Director of the Adirondack Aquatic Institute. During the past sixteen years, he has collected, analyzed, and interpreted data and developed long-term lake and watershed management programs on hundreds of lakes and ponds throughout New York, New Hampshire, Pennsylvania, New Jersey, Delaware, West Virginia, Virginia, and Indiana. Mr. Martin is experienced in the design of environmental databases, the design and management of lake and watershed diagnostic-feasibility studies, the development of lake and watershed management plans, the development of Geographic Information Systems (GIS), the creation of natural resource inventories using GIS, the delineation of wetlands, algal identification, and water quality modeling. He is the author of over 50 publications and reports on lake and watershed management, lake restoration, and the effects of acid precipitation.

Lake and Watershed Management

Responsible for the design, implementation and management of federal, state and locally funded diagnostic-feasibility studies and restoration projects in Pennsylvania, New York, New Jersey, New Hampshire, West Virginia, Delaware, and Indiana; water quality monitoring and wetland delineation.
Developed monitoring QA/QC Plans. Performed and directed sample collection, sample preservation, report generation, field and laboratory analyses; training field personnel; public speaking.
    Performed Diagnostic-Feasibility (Detailed Lake & Watershed Management) and Water Quality Studies on numerous lakes and ponds, including:

Aquatic Plant Management

Working with research, management and control of nonindigenous aquatic species since the mid-1980s. Experienced in the design, implementation and management of Integrated Aquatic Plant Management Programs. Major ongoing current projects include include the aquatic plant management program at Minerva Lake, NY and the Eurasian milfoil management program at Upper Saranac Lake, NY.

Environmental Assessment/Impact Studies

Design and implementation of environmental site assessment studies, including the evaluation of CERCLIS, RCRA, NPL information; design and implementation of environmental impact studies as a key component of lake and watershed studies

Environmental impact assessment of proposed construction projects and water quality violations, particularly related to surface water quality and wetland impacts

Laboratory Services

Former director of F. X. Browne, Inc.'s wet chemistry water quality laboratory; assistant director, QA/QC and laboratory protocol officer for New Hampshire Department of Environmental Service's Limnology Center (wet chemistry water quality lab); co-developed the chronic criteria testing procedures and lab for the State of NH.

Public Relations 

Preparation and presentation of expert witness testimony; preparation and presentation of papers and talks at regional and international conferences; development and presentation of public education talks for individual lake associations and municipalities.

Public Participation

Co-founder/Co-director of the New Hampshire Volunteer Lake Assessment Program; Editor of The SAMPLER, newsletter for the NH Volunteer Lake Assessment Program; Co-founder/Director of the Adirondack Volunteer Lake Assessment Program. Developed sampling protocol, trained volunteers to sample lakes; presentation and explanation of lake water quality results to lake associations; Layout and design of quarterly newsletter for Upper Saranac Lake Association.

Water Quality Modeling

Stream modeling of dissolved oxygen and effluent plume concentrations (DOBAL, UPLUME, UDKHDEN); development of watershed pollutant loading budgets (USLE, UAL, AGNPS), and prediction of lake response (Vollenweider, Dillon & Rigler, EutroMod, DeAcid); RECKHOW & CHAPRA MODELING COURSE - sponsored by the North American Lake Management Society.

Data Base Management

Creation and management of water quality databases for all lake projects. Creation and management of regional water quality database for Adirondack Park; Data Management Coordinator for NH's Biology Bureau, including creation and management of an extensive water quality database on nearly five hundred lakes.

Planning

Assisted in the preparation of Municipal Wastewater Management Plans, Socio-economic Justification and Wastewater Feasibility Reports for changes to municipal wastewater plans, Comprehensive Management Plans for municipalities; assistance in the development of model ordinances for erosion and sediment control, runoff control, wastewater management, and lake protection.

Permitting

Assisted on projects that deal with State and Federal environmental regulations and permitting, particularly with wetlands and lake issues; knowledgeable in permitting procedures for wetland impacts in Pennsylvania, New Hampshire, New Jersey, New York, West Virginia, and Indiana. Development and submission of aquatic plant management permitting to Adirondack Park Agency. 

Geographic Information Systems 

Responsible for the design, implementation and management of GIS projects for Environmental Resource and Natural Features Inventories, municipal Wastewater and Comprehensive Management Plans, Agricultural Environmental Management. Developed watershed and regional water quality/land use Geographic Information Systems. Served on New Hampshire's statewide GIS implementation steering committee. 

Developed and presented a training course to NY State Conservation District Employees. Developed and gave a GIS for Lake and Watershed Management Workshop at NALMS International Symposium.

Town of Santa Clara Land Use Plan Map, NY - used GIS to create municipal Land Use Plan map to accompany newly adopted Land Use Master Plan. Tpwn of Santa Clara.

Adirondack Clean Waters Initiative, NY - assembled all available information on lakes and ponds in the Adirondack Park. The information is being used to identify those lakes that are potentially developable, to demonstrate the status of water quality information within the Adirondack Park, and to identify those few remaining lakes that can truly be considered unimpacted by human factors. Major data layers: roads, rivers, rails, towns & places, county boundaries, lake location. Associated databases: lake morphology, ownership, water quality. Adirondack Aquatic Institute.

Franklin County Agricultural Tiered Assessment. NY - creation of GIS to assist in the development of a county-wide tiered assessment of agricultural practices in Franklin County, NY. Major data layers: roads, waters, soils, land use, municipal boundaries, hydrologic units, farm locations. Associated databases: farm practices gathered during Tier I & Tier II data collection. Franklin County Soil & Water Conservation District.

Blue Mountain Lake, NY - creation of watershed GIS to assess the impact of development on water quality and to assist in developing input parameters for EutroMOD, a watershed/water quality model. Major data layers: roads, lakes, streams, watershed boundaries, APA land use categories. Major analyses: model input parameters for EutroMOD, nutrient export. Blue Mountan Lake Association.
Coolbaugh Township, PA - creation of GIS to assist in the development of a township-wide wastewater management plan. Size: 75 square miles. Major analyses: factors affecting placement of subsurface wastewater disposal systems, including land slope, prime agricultural lands, state lands, suitability of soils, depth to bedrock.
Smithfield Township, PA - creation of GIS to assist in the development of a township-wide wastewater management plan. Major data layers: roads, rivers, major parcel boundaries, subdivisions, soils, existing and proposed sewer lines. Major analyses: factors affecting placement of subsurface wastewater disposal systems, including land slope, prime agricultural lands, state lands, suitability of soils, depth to bedrock.
Borough of West Long Branch, NJ - creation of GIS to identify natural resources and assist in preservation of remaining open space.
